Relevant services | Core services: The monitoring of affected communities describes the monitoring activities to ensure that adverse environmental impacts are minimized, and the overall environmental Management (EM) implemented. The environmental monitoring covered selected parameters to indicate the level of environmental impacts. It also described nature and magnitude of monitoring activities were undertaken. The environmental monitoring elements of the plan were intended to support the determination of the potential effects on specific resources resulting from project activities. In addition to the actual environmental impacts associated with the construction, operation, decommissioning, and closure of project facilities, the environmental monitoring elements were designed to generate defensible data that can:
· serve as supplemental baseline data; · be used to ensure that construction, operation, decommissioning, and closure activities proceed as required; · support accurate determinations or predictions of residual impacts; · help identify unacceptable impacts, thereby enabled the implementation of supplementary mitigation and/or corrective and preventive actions in a timely manner; · demonstrated continued compliance with applicable environment legislation, policies, and guidelines as well as specific permit/license requirements; · supported the investigation of environmental incidents and the determination of appropriate corrective and preventive actions; and supported appropriate responses to specific complaints or requests for information from the general public, regulatory agencies, and other external stakeholders.

Capabilities demonstrated | PDS has carried out the external impact and resettlement activities from the beginning of the project to the end. PDS was responsible for the co-ordination of the environmental, resettlement and social management of the project. |
Brief description of the project, key deliverables and outcome | The ultimate goal of the NEPS program was to provide least-cost power to cities and towns in the north east of Afghanistan including Kabul, in addition to a number of provinces in the south. The main NEPS load center is Kabul – considerable growth of industrial, commercial and residential load are anticipated over future years.
USAID finded the design of a 500kV transmission line from Turkmenistan border (north of Andkhov) to Andkhov. The purpose was to support the import of at least 300 megawatts of power from Turkmenistan to Afghanistan. Other donors have funded other 220kV transmission lines and substations that connecy Uzbekistan and Tajikistan with Afghanistan’s northern cities and Kabul. |
