Relevant services Core services: The main objective of this consultancy assignment is to assess the overall achievement of the project and quality of implementation as well as the overall impact of the project on the areas of its implementation. PDS Team worked with NorCross-ARCS to document the project progress based on the outcomes with clearly indicative measurements and result-oriented methodology.
Brief description of the project, key deliverables and outcome Priority Development Strategic (PDS) was tasked by the NorCross to conduct an end line evaluation of PHC project.

The deliverables of the evaluation were as follows:

  • Inception report: the inception report should detail the evaluators’ understanding of what is being evaluated and why, showing how each evaluation question will be answered by way of: proposed methods; proposed sources of data; and data collection procedures. The inception report should also include an evaluation matrix, proposed schedule of tasks, activities, and deliverables.
  • Draft report: included the data analysis based on collected data. The draft report was shared with NorCross project staff for their comments/feedback.
  • Final report: submitted at the end of the assignment
